please don't get the idea i'm arguing that this layer shouldn't be
exposed -- i don't know enough either way.  from my read, the
issue seems simple enough -- does ravi's waldo-ness in the D&L
layer provide sufficient access to create arbitrary document types
(which is what B&O is s'posed to do, no?).

let's imagine some bizarre doc types and see if just D&L plays.
